Logic questions reward the candidate who refuses to conclude more than the premises allow. The wrong options aren't silly. They're the conclusion most people would draw in conversation.

The method, in 4 steps
Write the arrow
Turn the rule into A → B. "Every on-time project got a bonus" is on time → bonus.
Forward is legal
You have A, so you have B.
Backwards on the negation is legal
You have not B, so you have not A. No bonus, so not on time.
Backwards on the fact is not
You have B: that does not give you A. The answer is “may or may not”. (The name for the mistake is affirming the consequent.)

Answer C. The hiring may or may not be due to a Vietnam expansion.
